The reality of the situation is that whoever fails to gain promotion to the CC will in effect have been relegated to the new CC1 national league. So out of the six teams two of them will be consigned to what is in essence amatuer rugby, so there probably won't be a 2013 for them.

The reality of the situation is, if they don't get promoted in 2012, they were not good enough (4 teams out of 10 were better than them), and they will have to try again in 2013 (where they will be the strongest team in a new league of 10). Thats it.
