You can produce detailed plans of something without having agreed it.

Interesting bt sly lecture frm allen at uni tonight,meant 2 b about politcs n community bt he used it as a chance 2 av a go at hull city council and how bad he reckons theyve tret him.how yrs ago he wantd 2 buy the land that the old maternity hospital was on 2 build his business bt they refused him so he built his factory out in east riding which meant the council lost all that chance of revenue.he went on bout how heron foods moved out 2 east riding so again its east riding council gettin taxes etc n not our city council,basically hes serious bout buildin new ground out there. A dangerous man i reckon.

where are these plans? apart from allam who are these others who have seen these plans? take your head out of his @r5e and join the real world instead of allams fantasy world
