Given that Kingston upon Hull is more than twice as populous as, for example, Widnes, Castleford, St Helens, and indeed Wigan, then it doesn't seem so daft. Both Rovers and Hull get crowds bigger than Salford, Widnes, London, Huddersfield etc - and very possibly more than a hypothetical merged team would, given the general antipathy to the concept.
As for the North Stand, improving the experience of attending a match is hardly commercially outlandish.
Also until quite recently SL ran a licensing system that many who are involved in the sport or are interested in it, including myself, took seriously. Improving facilities was one of the supposed criteria.
